Service Groupings

The structure of our county council is designed to deliver continuous improvement with a customer service focus.

At the heart of change is the Board - which sets the strategic vision for our modern, flexible public service organisation. This brings together senior management and the council's democratic leaders, ensuring effective translation of objectives into reality.

It includes the Chief Executive, Executive Directors for Governance, Finance and Operations together with the Council's Leader, Deputy Leader and Cabinet Member for Strategic and Support Services. The Board is advised by the Director of Human Resources and Organisational Development who is accountable for our people strategy and employment framework.

The Board also appoints 'non-executive' directors from outside the council, to ensure that it is making best use of available expertise in devising solutions to business problems. At present, the Chief Executive of Northampton Borough Council and a director from HEDRA - the consultants appointed by the council to support it in delivering the improvement plan - sit on the board in this capacity.

The structure sees services organised through four groupings: Children & Young People; Community Services; Sustainability and Public Protection. There is a service board for each of these services, including partners responsible for delivery of its services, which is accountable to the council's Board.

Children and Young People's Service

Our Children and Young People's Service is designed to seamlessly meet the needs of every child in Northamptonshire. It creates a wraparound service, charged with ensuring that every child and young person is healthy, secure, protected from harm and supported to maximise their educational and life chances.

Our innovative approach has allowed the council to cut through departmental boundaries and ensure that high-quality services are delivered on the ground. It has ensured that key agencies, our critical partners, have been consulted and more importantly involved in setting new standards.

The service will see children and youth services, traditionally split between education and social services combined for the first time in the county.

The service is led by Paul Burnett, Corporate Director of Children & Young People’s Services.

Health and Adult Social Services

Supporting independence for people in the community means more than providing social services care - it's about looking after people as a whole.

This is why we have created Health and Adult Social Services - to ensure that people's needs are cared for in the round.

It is designed to help people realise their potential and thereby realise the potential of communities as a whole - and involve key partners in the health sector at service board level.

The service is led by Charlie MacNally, Corporate Director of Health and Adult Social Services.

Environment, Growth and Commissioning

Improving quality of life for people in Northamptonshire is at the heart of our evolving Sustainability Service.

Northamptonshire is one of four national strategic development areas. We need to ensure that our communities have every opportunity to benefit from that growth - not only in terms of economic prosperity - but in the wider aspects of social and environmental well-being.

Looking after people as a whole - and realising that people's aspirations are shaped by their surroundings - is a crucial aspect of sustainable development. Environment, Growth and Commissioning will steer future growth - not only in planning terms, but in terms of our communities and our environment. On the world stage, sustainability is crucial - and its importance is just as significant at national and regional levels.

The Sustainability service will co-ordinate work on transport, highways, regeneration and the environment, working to ensure a better quality of life for all.

The service is led by Tony Ciaburro, Corporate Director of Environment, Growth and Commissioning.

Public safety is a major building block for improving quality of life in Northamptonshire and our service structure reflects that importance. It harmonises the council's enforcement work, allowing a common approach with critical partners in other local authorities, statutory agencies and the voluntary sector. It gives the council one voice, raising the profile of our fire and rescue service, trading standards and registration services.

The service is led by David Archer, Director for Public Protection.
