Chiltern and South Bucks District Councils have commenced a programme of closer working and collaboration. This has resulted to date in the two authorities having put in place a shared senior management structure of Chief Executive, Directors and Heads of Service. The intention is to move forward to further shared working at operational level.
One of the posts in the new joint management structure is the Head of Legal & Democratic Services. The two Councils are looking for an individual committed to the approach of joint working. They would also need to understand the issues associated with joint working. The successful candidate must be a qualified lawyer as the post will be the joint Monitoring Officer for both authorities. They should have a sound understanding of democratic services, and experience of working with elected members.
The postholder will be expected to look proactively for opportunities for joint working in the services under their responsibility. They will also be expected to take a role in the overall joint working project, including contributing to other service reviews. They will be expected to maintain the strong governance arrangements in both authorities, and to enable any member objectives for harmonising governance processes, including reviews of Constitutions.
