Named Best Achieving Council at the MJ Awards in 2011, Harrow is recognised for its innovation and success.

Following the creation of the Finance & Assurance Division within the Council’s Resources Directorate and the reorganisation of the whole finance service, we are now seeking a Senior Financial Adviser: Projects for an (initial) 18 month fixed term appointment.

This is a pivotal time in our improvement journey to become best in class for local government financial management. Working with our recently appointed Director of Finance and Assurance (Section 151 Officer), his management team, and senior management across the organisation you will have a key part to play in the Council’s transformation agenda. This is an entirely new role within our structure and will suit individuals who are passionate about the outcomes the Council delivers in the community and who are proactive advocates for improved financial management and its contribution in delivering those outcomes.

The Senior Financial Adviser: Projects will provide proactive value-added financial advice and support to a portfolio of key Council projects, particularly those of a transformational or cross-cutting nature. The post holder will also project manage financial management improvement projects to help deliver the Finance & Assurance Division’s own transformation agenda.

This is a demanding and non-traditional finance role and you must have a strong track record in providing financial advice to medium and large sized projects along with advanced technical financial skills such as financial modelling and options appraisal. But just as importantly you must be an excellent communicator, have the ability to work effectively with people across the Council and from different professional backgrounds, and have good organisational and time management skills.

This is an exciting opportunity to contribute to the Council’s transformation agenda at a time when it is undertaking a complete paradigm shift in how local services are delivered. The role will also aid your professional and personal development, and could provide a stepping stone into more senior finance jobs or project/change management consultancy roles. We would assist you to obtain a recognised project management qualification if you do not already have one.

For an informal discussion about the role, please contact Karen Watling, Interim Project Manager: Transforming Financial Management on 020 8416 8104.

Deadline for applications: Monday 27th May

Interviews: Monday 10th June
