Harrow is currently on an improvement journey to achieve service excellence for front line services delivered to the residents of Harrow. Following the implementation of the Public Realm Integrated Services Model project and an organisational restructure, we are now seeking to appoint a new Senior Management Team for our Environment and Enterprise directorate.
Environment and Enterprise is one of the four Directorates within Harrow Council, delivering universal services to all sections of the community such as street cleaning, waste and recycling, parks, highways infrastructure, civil engineering, regulatory services, climate change, and property services, along with planning and economic development.
About the role
We are looking for an experienced professional to lead the newly created Commissioning Services division. The Divisional Director of Commissioning Services is responsible for policy setting and strategic commissioning of services within Environment and Enterprise, ensuring that all services reflect key Council outcomes and represent best value for money. The division also provides a design function for our infrastructure contractor.
You will initially focus on driving the changes being introduced by PRISM, formulating the new team, delivering the challenges set out the in the Council’s Medium Term Financial Strategy and working with the directorate Senior Management Team to develop and shape the Environment and Enterprise directorate.
We are looking for a highly experienced senior professional with excellent strategic skills and a proven track record of success within a large organisation. You must be able to demonstrate excellent leadership skills and strong management abilities, an ability to drive improvements in value for money and efficiency with a commitment to equality and diversity. You will possess excellent written and oral communication skills.
You must be an excellent people manager and be able to communicate and work effectively with officers at all levels within the organisation. Additionally you must evidence an ability to manage stakeholder and community representative groups.
