Named Best Achieving Council at the MJ Awards in 2011, Harrow is recognised for its innovation and success. Following the creation of the Finance & Assurance Division within the Council’s Resources Directorate and the reorganisation of the whole finance service, we are now seeking a Corporate Technical Accountant to join the new Technical Finance & Accountancy Team. This is a pivotal time in our improvement journey to become best in class for local government financial management. Working for the Corporate Accounting Manager you will have responsibility for the Council’s Asset Register and all associated transactions both throughout the year and in producing the disclosures for the Statement of Accounts. You will also lead on capital accounting issues, Collection Fund accounting and the provision of taxation advice including VAT. Additionally, you will be part of the team that produces the Council’s Statement of Accounts and will assist with the production of the disclosures such as the Consolidated Income and Expenditure Statement, the Balance Sheet and the Cash Flow Statement. The role also supervises the work of more junior professional staff.
You will play a key part in helping us improve our financial control and compliance environment as well as increase our use of the financial system to achieve a more timely, more automated year-end closure process. This is an ideal role for an accountant who has strong technical financial skills (IFRS and UK GAAP) and IT skills. In addition you will need to be able to understand, interpret and explain complex financial data to non-accountants and will need to be an effective team player.
