Greater Manchester Passenger Transport Executive (GMPTE) is responsible for the development of high quality integrated transport services across Greater Manchester, and we are now recruiting for a Category Manager (Construction and Capital Procurement).

The primary role of the organisation is to safely facilitate the 265 million annual passenger journeys made across Greater Manchester – the largest city regional economy outside London – in what is a complex and changing stakeholder environment.

GMPTE plans include the recently announced Greater Manchester Transport Fund, which will involve committed spend of £1.5 billion – including bus and park-and-ride and additional Metrolink schemes – as well as the current Metrolink works totalling over £700 million. This is an excellent opportunity to play a key role in public transport investment in the North West.

This senior role, reporting directly to the Head of Procurement, requires someone to own the procurement of GMPTE’s construction and capital spend and to lead the development of spend mapping, supplier management and commodity management processes across the Executive. You’ll ensure that construction and capital category procurement is proactively managed to ultimately deliver whole life best value for money.

Your excellent negotiating and influencing skills will enable you to maximise value for money by working with our suppliers. You’ll monitor progress through development of a suite of monthly reports to measure supplier activity, efficiency and value for money. With a keen eye for improvement you’ll identify opportunities for GMPTE to improve service delivery whilst enhancing efficiency, contributing to a ‘value for money culture’.

We’re looking for a talented professional with considerable, wide-ranging experience in supporting the procurement of a similar sized organisation and of working at senior manager level. It’s important that you have high level commercial awareness with an excellent understanding of procurement methodologies along with proven experience of developing and implementing complex procurement policies and processes.

Educated to degree level in a relevant subject, you’ll also have an additional professional or specialist qualification in the field along with strong literacy skills in order to understand procurement legislation and tender documents etc and the ability to produce procedures and reports
